He spoke to them from the pillar of cloud (Ps. 99:7).

Jehovah appointed Moses to lead the Israelites out of Egypt and gave them clear proof: the pillar of cloud they saw during the day and the pillar of fire they saw at night (Ex. 13:21). Moses followed that pillar, and as a result, he and the Israelites reached the Red Sea.

When the Israelites thought they were trapped between the sea and the Egyptian army, they panicked. But they were right. It was Jehovah who had Moses lead them to that very spot (Ex. 14:2). And then he saved them with an amazing miracle (Ex. 14:26-28).

How did Jehovah demonstrate that he was using Moses to lead the Israelites?

For 40 years, Moses followed the pillar of cloud to guide God's people through the wilderness (Ex. 33:7, 9, 10). From that pillar, Jehovah spoke to Moses, and Moses then relayed his instructions to the people. So the Israelites had ample evidence that Jehovah was using Moses to guide them.

How did the Israelites respond to Jehovah’s guidance? (Numbers 14:2, 10, 11)

Unfortunately, most of the Israelites rejected the clear evidence that Jehovah had chosen Moses as his representative (read Numbers 14:2, 10, 11). Because they repeatedly refused to acknowledge Moses' role, Jehovah did not allow them to enter the Promised Land. (Num. 14:30)

Who followed Jehovah's guidance? (Numbers 14:24)

Now, there were some Israelites who did follow Jehovah’s guidance. For example, Jehovah said: “Caleb […] continued following me with all his heart” (read Numbers 14:24). God rewarded him and even allowed him to choose where in Canaan he wanted to live. (Josh. 14:12-14)

Like Caleb, the next generation of Israelites allowed themselves to be guided by Jehovah. In fact, they “respected Joshua deeply all the days of their lives,” the man Jehovah chose to replace Moses as the nation’s leader. (Josh. 4:14) Because of this, Jehovah blessed them and allowed them to enter the Promised Land. (Josh. 21:43, 44)
